The Roman Imperium is a first-tier guild and the most populous guild in Galava. It is the sister guild of The Legion in Lunar Wars.

[edit] Charter of The Roman Imperium

[edit] Article I: Admission & Membership

Section 1: Joining The Imperium

a) To gain admission into The Roman Imperium, each nation is required to fill out the form found in the Applications forum.
b) By posting an application to The Roman Imperium the applying nation swears to uphold the charter of the Imperium.
c) Any nation that has successfully applied to The Roman Imperium is under the protection of The Imperium and an attack on such a nation is considered an attack on The Imperium and will be dealt with accordingly.
d) Nations can not gain membership in The Roman Imperium while they hold a membership in another alliance.

Section 2: Membership in The Imperium

Membership in The Imperium shall be divided into two categories. Roman Immigrant and Roman Citizen

Roman Immigrants

a) The rank of Roman Immigrant is given to applicants that have just been accepted into The Imperium.
b) Roman Immigrants are considered full members of The Imperium and will be protected as such.
c) Roman Immigrants are allowed to hold offices within The Imperium but may not hold a senate seat and may not take part in senate elections.

Roman Citizen

a) The rank of Roman Citizen is given to members of The Imperium whom is found worthy by a majority council amongst the Roman Citizens. Roman Citizens are eligible for office and may take part in elections.
b) Before being considered for citizenship an immigrant must have been in the alliance for a minimum of 2 weeks.
c) Before being considered for citizenship an immigrant must have posted at least 10 times on the non spam area of the board and have performed some sort of service to The Roman Imperium.
d) Before applying to become a citizen an immigrant must have a citizen sponsor his application.
e) Each citizen may only be sponsor for 2 citizens per month. By agreeing to be someones sponsor a citizen also agrees to be their mentor.
f) Once an immigrant fulfills the above requirements he/she may apply using the form in the appropriate forum. Once the application has been posted the other citizens have 7 days to question the applicant and observe his behavior. After the 7 days the citizens shall vote to decide if the applicant shall become a citizen.
g) If an applicant is denied citizenship he/she may reapply after a period of no less then 2 weeks.
h) To remain a citizen a member must remain an active part of the alliance, if 5 citizens find that another citizen is no longer active enough to remain a citizen they can at any time start a demotion vote amongst the other citizens.
i) The Caesar or a Senator may at any time call for a demotion vote. A majority vote will then be held by the other members of the council (the Senators and the Caesar) to determine if the citizen should be demoted or not.
j) If a citizen is demoted he/she may not reapply for citizenship within the next 2 weeks.

[edit] Article II: Government of The Roman Imperium

Section 1: The Roman Senate

a) The Senate shall serve as the executive assembly of The Roman Imperium only answering to the Caesar.
b) The Senate shall consist of 7 senators, 5 appointed by the Caesar and two elected by the Roman Citizens.
c) The elected senators shall serve in terms of no more then 2 months. At the end of each term an election shall be held to determine who will hold the two seats for the next term.
d) The Senate has the power to pass treaties, politics etc. by a 4/7.
e) A senator can be removed from office by a majority membership vote or a 4/7 Senate vote. In case the removed senator is one of the elected ones the Caesar will appoint a member to serve out his term.

Section 2: The Caesar

a) The Caesar shall act as supreme commander over The Roman Imperium in both times of peace and war.
b) The Caesar is not an elected officer and can only be removed from office by a majority of 6/7 in the senate or a 4/5 majority in a membership vote. To enact a vote 5% of all Roman Citizens must sign a petition stating the wish for such a vote.
c) The Caesar has executive powers to sign treaties, enact polices etc. and can only be overridden by a 4/7 majority vote in the council.


[edit] Article III: Warfare

Section 1: Guild War

a) The Caesar may at any time declare war on another alliance if he finds the situation warrants it.
b) During times of war all members of The Imperium are required to report in to the appropriate cohort and follow the orders of the commanding officer in the cohort. Failure to comply may lead to expulsion from The Imperium.

Section 2: Nation War

a) At any time a nation in The Imperium may request permission to declare war on an unaligned nation. The request is to be submitted in writing to the Caesar or a member of the Senate.
b) The Caesar or a member of the Senate may at any time decline permission to engage in warfare if he/she finds it to be unhealthy for The Imperium.

Section 3: Desertion

a) If a nation leaves The Imperium at any time during an alliance war that nation is to be branded as a deserter.
b) Once a nation is branded as a deserter it is branded for life and will never be allowed back into The Roman Imperium
c) A deserter may be subject to military action if the senate sees fit to order it.
d) The senate may choose to void any of the above clauses on a case to case basis if there are mediating circumstances.
